U.S. seeks major fines, recalls to settle FCA emissions suit

The Justice Department has offered to settle a lawsuit over diesel emissions violations against Fiat Chrysler if the carmaker recalls 104,000 vehicles and pays a substantial but unspecified civil penalty.
